Contrasting in size, Lee County, Florida adopted a code for 130 square miles of undeveloped land previously zoned for 1-acre lots. The code includes a TDR mechanism that allows rights to be transferred to designated sites within the coded area and for sprawl repair beyond the FBC boundaries.
