Current tools to address this need are either quite detailed and complex (parcel-level, integrated land use and travel models) or quite simple (application of elasticities for specific strategies). The Smart Growth Area Planning (SmartGAP) is a strategic planning tool that simulates individual travel behavior in response to smart growth strategies at a regional scale. The session is conducted in two parts: an overview of scenario planning and presentations on smart growth area planning tools and resources, and three breakout groups to discuss case studies for Atlanta, Maryland and Olympia.
