The challenges of transitioning to the new more energy-efficient economy and achieving smart growth and sustainable development take on different dimensions in rural and small municipalities due to smaller economies. Transitioning to a green economy is complicated by the challenges of attracting and retaining employers, the tax base, and the scale of rural unemployment. Mayors are the front-line policy decision-makers at the local level who are responsible for ensuring that all citizens benefit from the tools and resources of the emerging green economy while addressing key issues that principally affect distressed neighborhoods. In this session, rural and small to mid-sized town mayors discuss ways that their development strategies have addressed equity issues in North Carolina communities. The audience is encouraged to share rural and small to mid-sized town initiatives that have worked in other states, challenges, best practices and lessons learned.

Artist-in-Residence Arlene Heyman, psychoanalyst and writer, will read from her recent book and runaway success, “Scary Old Sex.” In step with this year’s Artist and Scholar-in-Residence theme— “Creativity Over the Life Span”— this collection of short stories shatters taboos by taking a stringently perceptive yet unstintingly humanistic look at the vicissitudes of aging—including, well, sex. The New York Times singles out “Scary Old Sex” for its superb prose, and a “bliss that lifts right off the page.” Following the reading, Fred Griffin will in conversation with Heyman explore the mutual influence of her clinical psychoanalytic work and her construction of fictional universes, as well as the evolution of Heyman’s work over her writing career. The session will end with a question and answer with audience members.

This session will provide a basic overview and history of state trust lands in the West, a unique and often misunderstood category of lands, and provide planning officials with a better understanding of the management mandate for these lands, constraints and challenges, and opportunities presented by planning and developing on state trust lands within communities. Planners will learn how to effectively engage with trust land managers to improve coordination of planning activities, and ultimately, to advance better land use outcomes and sustainability through strategic development of trust lands within urban areas.

Midwest cities have successfully implemented initiatives to improve energy efficiency in municipal operations and community-wide. Energy efficiency updates to municipal facilities, enhancements to citywide energy codes, alternative transportation projects, plus grants and low-interest loans for energy efficiency upgrades by homeowners with low credit ratings are a few examples of activities implemented. Environmental/sustainability directors who participate in the regional Heartland Sustainability Network and the Urban Sustainability Directors Network provide an overview of positive outcomes and benefits in their communities from efforts to simultaneously promote economic vitality, social equity and environmental quality.
